Lt. Col. Carl Franks, state defense movement coordinator for the Oklahoma Army National Guard, was recently promoted to colonel at Joint Force Headquarters in Oklahoma City.
Franks, who commanded the 1345th Transportation Company during Desert Storm, said “having the opportunity to work one-on-one with soldiers and to provide guidance to commanders” has been one of the most fulfilling aspects of a career in the military.
Besides his duties with the Oklahoma Guard, Franks, originally from Ardmore, has been the district athletic director for Moore Public Schools since July 1996, overseeing three high schools, five junior high schools and 23 elementary schools. He lives in Norman.
Franks joined the Oklahoma Guard in 1981. He was commissioned through Oklahoma State University’s Reserve Officer Training Corps in 1985 and completed a master’s of athletic education from OSU in 1988.
